4 February 2015 the President of the Republic of Uzbekistan has signed a decree “on founding of a Ministry on development of information technologies and communications of the Republic of Uzbekistan. (№ УП-4702).
The Ministry was established as a legal successor of the State Committee on communication, information and telecommunication technologies and thus will succeed all of the Committee’s obligations and commitments, including international treaties and agreements.
The Decree identifies the main goals and objectives of the newly established Ministry. It also states that:
- all the resolutions, decrees and other decisions adopted by the Ministry within its mandate shall be binding upon relevant ministries, state agencies, companies, associations, local governmental authorities, as well as businesses and physical persons;
- Management of the ministries, state agencies, companies, associations, local governmental authorities are personally responsible for the timely and comprehensive implementation of ICT development projects, e-government services and information technologies;
- Results of evaluation of the quality and effectiveness of implementation of ICT and interactive online governmental services shall serve as a basis for the assessment of the management of the relevant ministries, state agencies, companies, associations, local governmental authorities as per their suitability for their positions.
